I don't understand why this is a priority for Vegas Police.
Two consenting adults in an adult club conducting the business of erotic entertainment.

This is indicative of the problem of the contradictory existence Las Vegas leads.
Prostitution is illegal in Las Vegas (and all of Clark County), yet the city markets itself as an "anything goes" environment that implies prostitution is okay. Indeed, many people visit Vegas with plans to exchange money for some form of sex, whether with a stripper or so-called "escort".
This leaves law enforcement in a tough spot. If they completely ignore the prostitution in strip clubs, they are failing to enforce the law. If they clamp down on it, they are wasting resources on victimless crimes.
The solution for this is to revisit the anti-prostitution law in Clark County, and see if it really makes sense, given the environment Vegas is attempting to sell to the public. You can't fault the cops for doing their job.
Buster is also correct that a lot of this is being done to generate revenue. Anything involving a "ticket" usually means the city simply wants to make more money.
